Welcome to ECMI Moldova

The “Autonomy Mechanism for Conflict Settlement in Transdniestria and Post - Conflict Transformation in Gagauzia project at ECMI, which began in March 2006, is aimed at enhancing the ability of the Moldovan authorities and Moldovan expert community to undertake the task of designing a new constitutional framework for the Republic of Moldova.

The Transdniestrian conflict, as well as disputes over the status of Gagauz autonomy, has not been satisfactorily resolved since the demise of the Soviet Union. This conflict has been “frozen for thirteen years due to the failures of the previous plans on conflict settlement and due to the inability of the Moldovan and Transdniestrian authorities to find a compromise. Constitutional reform is envisioned both by domestic and international actors as one of key mechanism that could enable country reintegration.

The main purpose of the project is to enhance the capacity of the Moldovan Delegation to the Joint Constitutional Commission to undertake the task of designing a new constitutional framework for the Republic of Moldova. The project will aid the current efforts to develop a new constitutional format for conflict settlement by supporting the creation of an active local network of legal, political, and civil society experts, and by institutionalizing cooperation and international experts in the form of a reflection group.

The central elements of the project are to encourage an informed dialogue among local experts and government policy makers, and provide constitutional design expertise and negotiation experience from the expert community to the Moldovan members of the Constitutional Commission.
